The Court therefore finds that the positive obligation of the State under Article 1 of Protocol No. 1 has been complied with in the present case, and in the absence of any arbitrariness or manifest unreasonableness, it cannot call into question the findings of the High Court (see, mutatis mutandis, Anheuser-Busch Inc. v.
