The Court reiterates in this connection that Article 6 § 1 of the Convention imposes on the Contracting States the duty to organise their legal systems in such a way that their courts can meet each of the requirements of that provision, including the obligation to decide cases within a reasonable time (see, among other authorities, Pélissier and Sassi v. The Court reiterates that the reasonableness of the length of proceedings must be assessed in the light of the circumstances of the case and with reference to the following criteria: the complexity of the case, the conduct of the applicant and the relevant authorities and what was at stake for the applicant in the dispute (see Frydlender v. France [GC], no. 30979/96, § 43, ECHR 2000-VII).

Il s'agit donc d'un recours propre à permettre, en théorie, à la plus haute juridiction du pays d'examiner les allégations de violation formulées en l'espèce (Azinas c. Chypre [GC], no 56679/00, § 38, CEDH 2004-III, et Vuckovic et autres, précité, § 75), sachant que la présente requête a été introduite après le 23 septembre 2012, date de l'entrée en vigueur de cette voie de droit (voir, par exemple, Hasan Uzun, décision précitée, §§ 68 à 70, et, a contrario, Öztunç c. Turquie, no 74039/01, §§ 56 et 57, 27 mars 2007).
