However, the Court has held where an inferior administrative or judicial body undertakes a fresh consideration of the whole case, following the quashing of its earlier decision by a superior court, the fact that certain judges were involved in both sets of proceedings will not be sufficient in itself to cast doubt on the impartiality of the judges in question (Thomann v.
