The Government maintained that the decision of 25 April 2016 had been taken pursuant to the Suppression of Terrorism Act, the Interment and Burial Act and the decree on combating terrorism and was justified in view of the reasons provided by the Constitutional Court in its ruling of 28 June 2007 (see Maskhadova and Others, v. Russia, no. 18071/05, § 125, 6 June 2013).
