1 (Art. 6-1) is applicable under its "criminal" head, the Commission will have regard to the three alternative criteria lied down in the Court's case-law, namely the legal classification of the offence under domestic law, the nature of the offence as well as the nature and degree of severity of the penalty (e.g., Eur.
