König ./. Deutschland
Auszug aus EGMR, 05.02.2004 - 54039/00
The Court considers that the proceedings at issue started on 24 May 1994, when the District Authority dismissed the applicant's request for a planning permission, as it was then that a "dispute" within the meaning of Article 6 § 1 arose, the administrative authority's decision being a necessary preliminary for bringing the dispute before a tribunal (see mutatis mutandis, König v. Germany, judgment of 28 June 1978, Series A no. 27, § 98). - EGMR, 27.06.2000 - 30979/96
FRYDLENDER c. FRANCE
Auszug aus EGMR, 05.02.2004 - 54039/00
The Court reiterates that the reasonableness of the length of proceedings must be assessed in the light of the circumstances of the case and with reference to the criteria established by its case-law, particularly the complexity of the case, the conduct of the applicant and of the relevant authorities and what was at stake for the applicant in the dispute (see, among many other authorities, Frydlender v. France [GC], no. 30979/96, § 43, ECHR 2000-VII).

BVerwG, Urteil vom 12. Februar 1997 - 11 A 66.95 - Buchholz 442.09 § 18 AEG Nr. 24 S. 103 f.). - EGMR, 28.09.2006 - 5989/03
IVERSEN v. DENMARK
In such cases, the relevant period starts running as soon as a "dispute" arises (see, among other authorities, König v. Germany, judgment of 28 June 1978, Series A no. 27, pp. 33-34, § 98; Janssen v. Germany, no. 23959/94, § 40, 20 December 2001; Gavrielides v. Cyprus, no. 15940/02, § 38, 1 June 2006; Hellborg v. Sweden, no. 47473/99, § 59, 28 February 2006; Nowicky v. Austria, no. 34983/02, § 47, 24 February 2005; and Morscher v. Austria, no. 54039/00, § 38, 5 February 2004). - EGMR, 28.10.2010 - 36650/05
BACHMAYER v. AUSTRIA
In respect of the first applicant the relevant period started on 27 June 1985 when the Salzburg Office of the Regional Governor in its capacity as Agricultural Authority partially dismissed the request, as it was from that moment that a "dispute" arose within the meaning of Article 6 § 1 of the Convention (see König v. Germany, 28 June 1978, § 98, Series A no. 27, and Morscher v. Austria, no. 54039/00, § 38, 5 February 2004). - EGMR, 17.04.2012 - 41113/08
BARTHOFER v. AUSTRIA
The Court considers that the period to be taken into consideration began on 24 September 2003 when the Regional Land Reform Board dismissed the applicants" partition request, as it was at that moment that a "dispute" arose within the meaning of Article 6 § 1 of the Convention (see König v. Germany, 28 June 1978, § 98, Series A no. 27 and Morscher v. Austria, no. 54039/00, § 38, 5 February 2004) and ended on 3 November 2009, when the District Agricultural Authority closed the proceedings on the partition request.
