1 (Art. 10-1) of the Convention is to make it clear that States are permitted to control by a licensing system the way in which broadcasting is organised in their territories, particularly in its technical aspects (ibid. p. 24, para. 61), and that since a State may enact legislation requiring the licensing of broadcasting enterprises, it must also be legitimate for that State to enact legislation which ensures compliance with the licence in question, in particular by preventing means of circumventing the conditions stated in the licence (cf.
