As enshrined in Article 10, freedom of expression is subject to exceptions which must, however, be construed strictly, and the need for any restrictions must be established convincingly (see Bladet Tromsø and Stensaas v. The Court reiterates that the protection of the right of the media to impart information on issues of general interest requires that it should act in good faith, on an accurate factual basis, and provide "reliable and precise" information in accordance with the ethics of journalism (see, for example, Bladet Tromsø and Stensaas, § 59, cited above, and Fressoz and Roire v. France [GC], no. 29183/95, § 54, ECHR 1999-I).
