The Government are therefore of the opinion, in particular in view of the improvement in the human rights situation in Uganda, that the threshold under Article 3 (Art. 3) of the Convention referred to by the European Court of Human Rights in the case of Cruz Varas and Others v. Sweden (judgment of 20 March 1991, Series A no. 201, p. 31, paras. 83-84) will not be exceeded in the present case if the expulsion order, if need be, is carried out in consultation with the doctors responsible for the applicants' treatment.
