  The Government refer to the Mathieu-Mohin and Clerfayt v. Belgium judgment of 2 March 1987 (Eur. Court HR, Series A no. 113) and to the Commission's practice stating that the applicant's complaints fall within the scope of Article 3 of Protocol No. 1 (P1-3) to the Convention, as this provision covers the issue of eligibility to stand for elections for Parliament.

  Also, for purposes of Article 3 of Protocol No. 1 (P1-3), any electoral system must be assessed in the light of the political evolution of the country concerned; features that would be unacceptable in the context of one system may accordingly be justified in the context of another (Eur. Court HR, Mathieu-Mohin and Clerfayt v. Belgium judgment of 2 March 1987, Series A no. 113, pp. 23, 24, paras. 52, 54).
