The Court recalls that where the Convention right asserted by the individual is a "civil right", within the meaning of Article 6 § 1, the safeguards of that provision, implying the full panoply of a judicial procedure, are stricter than, and absorb, those of Article 13 (see, inter alia, the Brualla Gómez de la Torre v.
