The Court therefore has to determine whether the remedies to which the applicant had recourse, or which were otherwise available, were "effective" in the sense of either preventing the alleged violation of her right to property or its continuation, or of providing adequate redress for any violation that had already occurred (see, mutatis mutandis, Kudla v.
