The Court accepts that the requirement for the applicants to pay the costs of their defendants' representation in the respective proceedings may be viewed as a restriction hindering the right of access to a court, which pursued the legitimate aims of ensuring the proper administration of justice and protecting the rights of others by discouraging ill-founded litigation and excessive costs (see Colic, cited above, § 45; Klauz v.
