MUGEMANGANGO c. BELGIQUE
The Court reiterates that, as it has consistently held, electoral disputes do not fall within the scope of Article 6 of the Convention since they do not concern the determination of "civil rights and obligations" or a "criminal charge" (see Pierre-Bloch v. France, 21 October 1997, §§ 51 and 53-59, Reports of Judgments and Decisions 1997-VI; Cheminade v. France (dec.), no. 31599/96, ECHR 1999-II; and Riza and Others, cited above, § 184). - EGMR, 10.05.2012 - 7819/03
ÖZGÜRLÜK VE DAYANISMA PARTISI (ÖDP) c. TURQUIE
In view of the foregoing, the Court considers that the public funding of political parties on the basis of a system of equitable distribution requiring a minimum level of electoral support pursues the legitimate aim of enhancing democratic pluralism while preventing the excessive and dysfunctional fragmentation of candidacies, thereby strengthening the expression of the opinion of the people in the choice of the legislature (see, to similar effect, Fournier v. France, no. 11406/85, Commission decision of 10 March 1988, DR 55, p. 130, and, mutatis mutandis, Cheminade v. France (dec.), no. 31599/96, ECHR 1999-II, regarding a system of public funding which restricted the reimbursement of campaigning costs and deposit to candidates and lists that had obtained a certain percentage of the vote). - EGMR, 24.05.2016 - 41683/06
PAUNOVIC AND MILIVOJEVIC v. SERBIA
The Court notes that proceedings involving electoral disputes, including those resulting in the removal of elected candidates, fall outside the scope of Article 6 of the Convention, in so far as they concern the exercise of political rights and do not, therefore, have any bearing on "civil rights and obligations" within the meaning of Article 6 § 1 of the Convention (see, mutatis mutandis, Pierre-Bloch v. France, 21 October 1997, § 50, Reports, 1997-VI, and Cheminade v. France (dec.), no. 31599/96, ECHR 1999-II).

SACCOMANNO ET AUTRES c. ITALIE
France (déc.), no 31599/96, CEDH 1999-II). - EGMR, 13.10.2015 - 48555/10
RIZA ET AUTRES c. BULGARIE
France (déc.), no 31599/96, CEDH 1999-II). - EGMR, 04.12.2007 - 77568/01
PETKOV and OTHERS v. BULGARIA
The Court observes that proceedings concerning electoral disputes, in particular disputes over the right to stand for election, fall outside the scope of Article 6, in so far as they concern the exercise of political rights and do not, for this reason, have any bearing on "civil rights and obligations" within the meaning of that provision (see Priorello v. Italy, application no. 11068/84, Commission decision of 6 May 1985, Decisions and Reports (DR) 43, p. 195; Pierre-Bloch v. France, judgment of 21 October 1997, Reports of Judgments and Decisions 1997-VI, p. 2223, § 50; Cheminade v. France (dec.), no. 31599/96, ECHR 1999-II; Cherepkov v. Russia (dec.), no. 51501/99, ECHR 2000-I; and Hirst v. the United Kingdom (dec.), no. 74025/01, 8 July 2003). - EGMR, 14.04.2009 - 29268/03
S.C. GHEPARDUL S.R.L. c. ROUMANIE
France (déc.), no 31599/96, CEDH 1999-II (extraits) ; Sacilor Lormines c. France (déc.), no 65411/01, 12 mai 2005). - EGMR, 19.02.2004 - 31799/03
MUTALIBOV v. AZERBAIJAN
The Court notes that, for Article 6 § 1 of the Convention to be applicable, the proceedings in issue must concern a dispute over "civil rights and obligations." However, proceedings concerning electoral disputes fall outside the scope of Article 6 of the Convention, in so far as they concern the exercise of political rights and do not, therefore, have any bearing on civil rights and obligations (see, mutatis mutandis, Pierre-Bloch v. France, judgment of 21 October 1997, Reports of Judgments and Decisions, 1997-VI, p. 2223, § 50, and Cheminade v. France (dec.), no. 31599/96, ECHR 1999-II). - EGMR, 13.11.2008 - 51292/99
HADEP ET AUTRES c. TURQUIE
Turquie, no 25141/94, § 70, 10 décembre 2002). - EGMR, 24.06.2008 - 38276/02
IMREK c. TURQUIE
France (déc.), no 31599/96, CEDH 1999-II). - EGMR, 20.11.2007 - 49276/99
