With regard to access to personal data held by the public authorities, with the exception of information related to national security considerations (see Leander v. Sweden, 26 March 1987, § 51, Series A no. 116), the Court has recognised a vital interest, protected by Article 8 of the Convention, of persons wishing to receive information necessary to know and to understand their childhood and early development (see Gaskin, cited above, § 49) or to trace their origins, in particular the identity of their natural parents (see Odièvre v. France [GC], no. 42326/98, § 41-47, ECHR 2003-III), information concerning health risks to which interested persons had been exposed (see Roche, cited above, § 161; McGinley and Egan v. the United Kingdom, 9 June 1998, § 99, Reports of Judgments and Decisions 1998-III; Guerra and Others v. Italy, 19 February 1998, § 60, Reports 1998-I), or information about a person's records created by the secret services during the period of a totalitarian regime (see Haralambie v.
