Romania [GC], no. 47848/08, § 154, ECHR 2014; and Lopes de Sousa Fernandes v. Portugal [GC], no. 56080/13, §§ 214-38, 19 December 2017) the Court will examine the complaints under substantive and procedural limbs of Article 2 of the Convention, which in the relevant part reads as follows:. - EGMR, 09.04.2013 - 13423/09
