    The Court further notes that it has consistently found a violation of Article 11 of the Convention in a situation in which the participants in a public gathering had been arrested and charged with administrative offences for the sole reason that the Russian state authorities perceived their public gathering to be unauthorised (see, for example, Frumkin v.
