Since the Convention guarantees no right to nationality, the question whether a person was denied a State's nationality arbitrarily in a way susceptible of raising an issue under the Convention is to be determined with reference to the terms of the domestic law (for a recapitulation of the relevant case-law see Kuric and Others v. The Court has held that benefits under a State's social security system may, under certain circumstances, attract the guarantees of Article 1 of Protocol No. 1, and that unjustified denial of such benefits on the ground of a person's nationality is contrary to Article 14 in conjunction with Article 1 of Protocol No. 1 (see Andrejeva v.
