As regards litigation involving opposing private interests, the principle of equality of arms implies that each party must be afforded a reasonable opportunity to present his case under conditions that do not place him at a substantial disadvantage vis-à-vis his opponent (see Dombo Beheer B.V. v. the Netherlands, judgment of 27 October 1993, Series A no. 274, § 33; and Stran Greek Refineries and Stratis Andreadis v. According to the Court's case-law, an applicant is entitled to the reimbursement of his costs and expenses only in so far as it has been shown that these have been actually and necessarily incurred and were reasonable as to quantum (see Editions Plon v. France, no. 58148/00, § 64, ECHR 2004-IV; Arvelakis v. Greece, no. 41354/98, § 34, 12 April 2001; and Nikolova v. Bulgaria [GC], no. 31195/96, § 79, ECHR 1999-II).
