    In doing so it cannot, detached from the events at issue, substitute its own assessment of the situation for that of an officer who was required to react in the heat of the moment to avert an honestly perceived danger to his life (see Bubbins v. the United Kingdom, no. 50196/99, § 139, ECHR 2005-II (extracts)).

    To hold otherwise "would be to impose an unrealistic burden on the State and its law enforcement personnel in the execution of their duty, perhaps to the detriment of their lives and those of others" (McCann and Others, cited above, § 200; Bubbins v. the United Kingdom, no. 50196/99, § 138 to 140, ECHR 2005-II).

    For the Court to hold otherwise would be to impose an unrealistic burden on the State and its law-enforcement personnel in the execution of their duty, perhaps to the detriment of their lives and those of others (see Bubbins v. the United Kingdom, no. 50196/99, §§ 138-40, ECHR 2005-II; McCann and Others v. the United Kingdom, 27 September 1995, § 200, Series A no. 324; Makaratzis v.     The object and purpose of the Convention as an instrument for the protection of individual human beings also requires that Article 2 be interpreted and applied so as to make its safeguards practical and effective (see McCann and Others v. the United Kingdom, 27 September 1995, §§ 146-147, Series A no. 324).

    As the Court has previously held, the Convention does not oblige Contracting Parties to incorporate its provisions into national law and it is not the role of the Court to examine in abstracto the compatibility of national legislative or constitutional provisions with the requirements of the Convention (see McCann and Others v. the United Kingdom, 27 September 1995, § 153, Series A no. 324).

    Where lethal force is used in the course of a police or military operation, it is necessary to examine not merely whether the use of force was legitimate but also whether the operation was regulated and organised in such a way as to minimise to the greatest extent possible any risk to the life of the persons involved (see eg, Simsek and Others v.
