According to the Court's case-law, an applicant is entitled to the reimbursement of costs and expenses only in so far as it has been shown that these have been actually and necessarily incurred and are reasonable as to quantum (see Editions Plon v. France, no. 58148/00, § 64, ECHR 2004-IV).

In that regard, the Court notes that while Article 6 guarantees the right to a fair hearing, it does not lay down any rules on the admissibility of evidence or the way it should be assessed, which are therefore primarily matters for regulation by national law and the national courts (see García Ruiz v. Spain [GC], no. 30544/96, § 28, ECHR 1999-I, and Peric v. Croatia, no. 34499/06, § 17, 27 March 2008).

The cases in which it has found a breach of the respective Article purely owing to the lack of a legitimate aim are rarer still (see Khuzhin and Others v. Hungary [GC], no. 20261/12, §§ 156-57, ECHR 2016).
