The Court reiterates that, according to its case-law, ill-treatment must attain a minimum level of severity if it is to fall within the scope of Article 3. The assessment of this minimum level is, in the nature of things, relative; it depends on all the circumstances of the case, such as the duration of the treatment, its physical and mental effects and, in some cases, the sex, age and state of health of the victim (see Kudla v. Poland [GC], no. 30210/96, § 91, ECHR 2000-XI, and Peers v. Greece, no. 28524/95, § 67, ECHR 2001-III).Subject to compliance with the requirements of the Convention, the Contracting States are afforded - as the Court has held on many previous occasions - some discretion as to the manner in which they provide the relief required by Article 13 and conform to their Convention obligation under that provision (see mutatis mutandis Kudla v. Poland [GC], no. 30210/96, § 154, ECHR 2000-XI).

The prohibition of contacts with other prisoners for security, disciplinary or protective reasons does not in itself amount to inhuman treatment or punishment (see, among others, Messina v. Italy (dec.), no. 25498/94, ECHR 1999-V).Nor does the Court find any element in the case file suggesting that the dangerousness of the applicant - although he was convicted of conspiracy to murder - can be compared to that of mafia prisoners (compare and contrast Messina v. D.T. v. GREECE
Firstly, while a prosecutor can, in principle, be considered to be independent in examining a complaint regarding conditions of detention (see Csüllög v. Hungary, no. 30042/08, § 48, 7 June 2011), the supervising prosecutor in the Greek legal order is actively involved in the administration of the supervised prison (see Article 567 of the Code of Criminal Procedure and Article 7 of Ministerial Decision no. 58819/2003 in paragraphs 21-22 above).
